break-up of the Soviet Union, inflation has gotten totally out of
hand. Money was devalued to the point where the stamps that had already
been printed we not worth enough to mail a letter. There were new stamps
being processed, but not ready yet. In an effort to keep the post office
in business, they took blocks of four stamps and overprinted them with
a new image and a new value. The one above was issued by Dagestan.
It comes in a set of five stamps of different colors with the
same image printed on them, as shown in detail to the right.
The Overprint was never meant to be sold on the
open collector's market, so when the few copies that I have
are gone, there will be no more ever.

The Central African Republic put out this unusual souvenir
sheet in 1997. The focus of the stamp is the Pekinese in the center,
but the surrounding dogs are even more interesting. The Pharaoh
Hound and Basset are beautifully done and the Border Collie
and Doberman are two of the rare instances where the dogs are
shown doing their jobs. To the right is a detail of the
lovely Pharaoh Hound.

Tadjikistan plays a fascinating role in the power struggle in central Asia.
After the dissolution of the Soviet Union and the declaration of independence
by the former Soviet republics, Tadjikistan acquired national sovereignty for
the first time in history. Inexperience, in conjunction with a particular
clan-oriented, regional-based, political culture established the foundation for
the prolonged conflict that ensued in post-Soviet Tadjikistan. The intensity of
this conflict has been further fueled by the ethnic and historical externalities
of the unresolved political situation in Afghanistan.

Great Britain formally acquired possession of Malta in 1814. The island
staunchly supported the UK through both World Wars and remained in the
Commonwealth when it became independent in 1964. A decade later Malta
became a republic. Over the last 15 years, the island has become a major
freight transshipment point, financial center, and tourist destination.
It is an official candidate for EU membership. Malta is located in
Southern Europe, islands in the Mediteranean Sea, south of Sicily(Italy).

Ethnic groups: Maltese (descendants of anciet Carthaginians and
Phoenicians, with strong elements of Italian and other Mediterranean stock)
The religion is Roman Catholic 91%. The Capital is Valletta.
