not of enough value to mail a letter any more, so to remedy the situation, the local Post
Offices have taken blocks of five "old" printed stamps and overprinted them with
a new image and a new value. The French Bulldog shown above on the left
is one of these "Russian Overprints" from Ingushetia. These stamps come in a
set of five different colored stamps all with the same overprint as shown in detail at right.
Last time that I got in some overprints, I assumed that they would remain available.
I was wrong and I never saw more copies of those. I expect these to be equally as
rare and collectable. There is no telling how many of the overprints they produced
(not many), since they were never designed to be sold on the world market. They
are of value only for a short while until the actual stamps can be printed. On the
right is the stamp that was ultimately issued with the unusual French Bulldog image from
the overprint, put out by Bashkiria.

It may be noted that Benin, former Dahomey, has perhaps the "most beaten tracks by
Europeans of any in Africa". The history of Benin is a succession of kingdoms,
followed by years of communist rule and finally independence in 1990.

Another new souvenir sheet from Benin. This one has the French Bulldog
in the upper right hand border, not in the main sheet. However, it is
a nice headstudy. It is rare that we would get two souvenir sheets
from the same country, in the same year with the French Bulldog shown.
See above for Country of Benin.

Guyana is a little country, which lies on the North Eastern shoulder of South
America near the equator.
Said to be the legendary El Dorado, Guyana is the only English-speaking country
located in South America. The name 'Guyana' is derived from an Amerindian word
meaning; land of many waters - and indeed it is a land of many waters- with three
mighty rivers and many tributaries, creeks and waterfalls.

Tadjikistan plays a fascinating role in the power struggle in central Asia.
After the dissolution of the Soviet Union and the declaration of independence
by the former Soviet republics, Tadjikistan acquired national sovereignty for
the first time in history. Inexperience, in conjunction with a particular
clan-oriented, regional-based, political culture established the foundation for
the prolonged conflict that ensued in post-Soviet Tadjikistan. The intensity of
this conflict has been further fueled by the ethnic and historical externalities
of the unresolved political situation in Afghanistan.

Annexed by Russia between 1865 and 1885, Turkmenistan became a Soviet
republic in 1925. It achieved its independence upon the dissolution
of the USSR in 1991. President NIYAZOV retains absolute control over
the country and opposition is not tolerated. Extensive Hudrocarbon/natural
gas reserves could prove a boon to this underdeveloped country if
extraction and delivery projects were to be expanded. Turkmenistan is
on the east side of the Caspian Sea, just above Iran. It is slightly
larger than California in size. Its terrain is flat-to-rolling sandy
desert with dunes rising to mountains in the south; low mountains
along border with Iran; borders Caspian Sea in west. The religion is
Muslim 89%, Eastern Orthodox 9%, unknown 2%. The capital is Ashgabsat.

This lovely envelope is a 'First Day of Issue' by the Philatelic
Society commemorating "Dogs". The envelope was issued by Malta
in 2001. There are four wonderful stamps affixed to the
front of the envelope. I don't have any information on why
these particular dogs were chosen. However, if you have an
interest in collecting stamps for one of these breeds, this
is your chance to acquire this awesome envelope and the stamp
for the price of the envelope alone. I have only ONE envelope.

Russia or Russian Federation, independent republic in eastern Europe and
northern Asia, the worlds largest country by area. Russia was once
the largest and the most prominent republic of the Union of
Soviet socialist Republics(USSR, or Soviet Union). In 1991
the USSR broke apart and Russia became an independent country. In
general, Russia's climate is similar to that of Canada. Like Canada,
although colder and with greater temperature extremes in many places,
most of Russia has a harsh continental climate. although climate,
and to some dgree soils, limit the country's agricultural wealth.
mineral wealth is considerable. Russia's mineral resources are
unmatched by any other country. The capital and largest city is Moscow.
Russia constitutes more than one-ninth of the world's land area
and nearly twice the area of United States or china. Russia is the
sixth most populous country, after China, India, the United States,
Indonesia, and Brazil. The wealthy, known as the New Rich or New
Russians, since 1991, often live quite extravagantly. However, approximately a
quarter of the population live in poverty and another 25 to 30 percent
earn only slightly more than poverty wages. Many of the elderly,
mostly women on fixed incomes, are poor.
