Abkazia

The economy in the former Soviet Union is in very sad shape. The collapse of the Soviet Union is creating a gold mine for collectors of topical stamps. To bolster their income, the independent Russian states have started issuing topical stamps in the hope that the world market will buy them and not require the associated postal services. Whatever the reason, we are all winners when such lovely stamps are issued. This is an offering from the local state of Abkazia, issued in 1999.
As of this date Abkhazia is a fragment of the old USSR, its either a part of Georgia or a new country, depending on who you ask. They started printing their own passports in Oct.. 1998, but it's unclear how universally they will be recognized. The Republic of Abkhazia covers 3,300 square miles between the eastern shores of the Black Sea and the crestline of the main Caucasus range, from the rivers Psou(in the North) and ingur (in the South). The coastal valleys are humid and subtropical. At higher altitudes the weather ranges from moderately cold to such freezing temperatures that the snow never melts.

Afghanistan

In 1998, Afghanistan finally issued a new set of stamps (they had put out several a couple of decades ago.) This new set is beautifully done, with good quality images and soft backgrounds. The entire set is really attractive, especially this portrait of a Basset Hound. They are readily available, but quite expensive.

Basset Hound stamp from Ajman

Our first regular Basset stamp from the Arabic region is this darling stamp that was put out by Ajman and its Dependencies way back in 1972. Ajman is the smallest of the United Arab Emirates. It is immediately to the north of and mostly surrounded by Sharjah. Like most of the country, Ajman is in the process of changes which amount to a transformation. The central area is rapidly being modernized and it is clear that Ajman has no intention of being left behind the other Emirates. It is here that the Victory speedboats are built and Ajman is determined to enjoy a share of the United Arab Emirates' victories for itself.

The economy in Russia since the break up of the Soviet Union has such high inflation that stamps that were previously issued are not of enough value to mail a letter any more, so to remedy the situation, the local Post Offices have taken blocks of four "old" printed stamps and overprinted them with a new image and a new value. The Basset Hound shown above is one of these "Russian Overprints" from Amurskaya. These stamps come in a set of five different colored stamps all with the same overprint. Last time that I got in some overprints, I assumed that they would remain available. I was wrong and I never saw more copies of those. I expect these to be equally as rare and collectable. There is no telling how many of the overprints they produced (not many), since they were never designed to be sold on the world market. They are of value for mailing letters only for a short while until the actual stamps can be printed. To the right is a sample of an overprinted set.

Basset Hound stamp from Azerbaycan

Azerbaijan is on the west side of the Caspian Sea, next to Armenia and just north of Iran. Its tragic civil war has kept it in the news for some time. Azerbayjan put out this lovely stamp in 1996. They are just now starting to show up on the world collectable market.

These stamps are from Bhutan. The Basset puppy on the left was issued in 1997. The center stamp is definitely a photograph rather than a drawing that was issued in 1973 as one of the first Basset Hound stamps available. The stamp on the right was isssued in 2000. Bhutan is a tiny, landlocked country, squeezed between China and India, the two most populous countries. It takes its native name -- Druk Yul -- from the fierce storms that sweep down out of the Himalayan Mountains. Druk Yul means "land of the thunder dragon." Bhutan is the last surviving Buddhist kingdom in the Himalayas and its deeply devout Buddhist culture bears a strong resemblance to that found in Tibet. Wary of foreign influence, Bhutan has full diplomatic ties with only 16 countries and sightseers were barred from the country until 1974. Even now, Bhutan limits the number of tourists to just 4,000 a year.

Bulgaria

This darling puppy from Bulgaria was issued in 1997. The set contained puppies from four different breeds that were all entirely too cute.
The Bulgars, A Central Asian Turkic Tribe, merged with the local slavic inhabitants in the late 7th century to form the first Bulgarian state. In succeeding centuries, Bulgaria struggled with the Byzantine Empire to assert its place in the Balkans, but by the end of the 14th century the country was overrun by the Ottoman Turks. Bulgaria regained its independence in 1878, but having fought on the losing side in both World Wars, it fell within the Soviet sphere of influence and became a Peoples Republic in 1946. Communist domination ended in 1990. The country is slightly larger than Tennessee. The capital is Sofia.

Buriatia is in South Siberia around Lake Baykal. The Udmurt Republic is a sovereign republic within the Russian Federation. It is situated in the Western part of the middle Ural Mountains. All of these stamps were issued in 1997; the one on the left showed up in a dealer's "extra" box. They are not common and the original is more attractive than this scan since the printing of the photo causes a bit of a pattern. The middle one has been more available and the one on the right from Udmurtia is obviously taken from the same photo as the middle one.

Calve Island

Calve is a small island of the coast of Mull, Scotland. There are a number of islands that apparently have taken it upon themselves to issue local stamps. The symbol in the bottom left is for the Rotary Club and this set of stamps was issued in 1984. It is my understanding that the stamps are legal postage to mail letters to the main land, but are of no use to send them to a different country or to mail back to the island.

Cambodia

This stamp was issued by Cambodia in 1998.
Cambodia is located in southeastern Asia, bordering the Gulf of Thailand, between Thailand, Vietnam, and Laos. It is slightly smaller than Oklahoma. The climate is tropical, rainy, monsoon season (May to November); dry season (December to April; little seasonal temperature variation. The terrain is mostly low, flat plains; mountains in southwest and north. The natural hazards are the monsoonal rains; flooding; occasional droughts. The current issues are illegal logging activities throughout the contry and strip mining for gems in the western region along the border with Thailand. Ethnic groups nsist of Khmer 90%, Vietnamese 5%, Chinese 1%, and others 4%. The languages are the official Khmer 95%, French and English. The government consists of multiparty democracy under a constitutional monarchy established on September 1993. The capital is Phnom Penh.

These two stamps were put out in 1997.
The Congo is situated in west central Africa astride the equator. Its area is nearly three times that of Pennsylvania. Most of the inland is tropical rain. It is a dictatorship. After the Portuguese located the Congo River in 1482, commerce was carried on with the tribes, especially the slave trade. During World War II the colony joined Chad in supporting the Free French cause against the Vichy government. The Congo proclaimed its independence without leaving the French Community in 1960, calling itself the Republic of Congo.

Basset Hound stamp from Dagestan

Dagestan is one of the republics of the former USSR. Located between the Caspian Sea on the East and Caucasus mountains on the West, it is probably one of the most attractive places in that part of the globe. Its area is close to that of Scotland. With population of just above 2 million people, Dagestan is the homeland to over 36 different nationalities, and each one of those nationalities has its own unique language. Such combination of languages, cultures, types of landscape and customs makes it a one of a kind place in the world. These days, however, Dagestan is going through the times of heavy unrest, both political and ethnical.

Evenkia

Evenkia is in the far northern region of central Russia. The native people were nomads who depend on hunting and reindeer for their livelihood for centuries. The Soviet government tried to bring these people under their rule but the climatic conditions are very harsh and it was difficult to exploit the natural resources, so much of the country was still undominated when the Soviet Union broke apart in 1991. This is the first set of dog stamps issued by the remote region of Evenkia, put out in 1999.

Fujeira is one of the seven Emirates that combined in 1974 to form the United Arab Emirates. This set of dogs stamps (on the right) predated that union in 1970. The name Fujeiria refers to the spring of water beneath one of the mountains. It is probably our most unusual Basset stamp, since it is obviously labeled with the word "Dachshund" is on the left side, so I include it here for those who want a really complete set :-). I have perforated copies, but also some rare, imperfs which have smooth sides rather than the perforated edges (as shown in the scan.)
PS - I listed the one on the right on the Dachshund page because the label down the side says "Dachshund" commenting that it is obviously a Basset. One reader tells me that there are parti colored Dachshunds as well. Hmmm.

Gabon

Gabon in Africa did an entire set of cartoon type dog stamps. All of the dogs are sitting, face on and drawn with a lovely sense of humor. The Basset has always lent itself to artistic license.
Little is known about the history of the Gabon region prior to the arrival of the first Portuguese navigators in the Gabon Estuary in 1472, for the Bantu-speaking peoples inhabiting the region lacked writing. The slave trade achieved extensive development only between the 1760s and 1840s, as a result of heightened demand from Brazil and Cuba. Interior peoples sent undesirables from their own societies and captives from warfare down the waterways to the coast where they were collected in barracoons (temporary enclosures) to await the arrival of European ships. In 1910 Gabon became one of the four colonies within the federation of French Equatorial Africa. Gabon was granted internal autonomy in 1958 and became fully independent on 17 August 1960. Much political unrest and ultimately the outbreak of Ebola virus has set Gabon back both economically and politically. Gabon issued this somewhat whimsical stamp in 1996.

Ghana

The stamp on the left was issued in 2000. Ghana is a nation on the western side of Africa, surrounded by the Ivory Coast, Togoland and the Upper Volta. If you think that the stamp on the right, from Ghana is ugly, you should see the Chow Chow and Papillon that came in the same set! Somebody had a field day with "artistic license." The right stamp was issued in 1997. Still, to complete your set of Basset Hound stamps, it must be included in the collection.

Basset Hound stamp from Guinea

This lovely stamp from the Republic of Guinea was issued in 1997. Guinea is partial heir to the series of west African empires that, at their height before the arrival of the Europeans, cast significant political and commercial influence over many peoples from Guinea's Atlantic coast to the southern edge of the Sahara. The empires of Ghana, Mali, and Songhai spanned the period from about the 10th to the 15th centuries. French military penetration into the area began in the mid-19th century. Guinea became an independent republic in 1958.

The design with the diagonal perforations is unique in dog stamps. Each breed shows both a headstudy on the right and a full body in the lower left side.

This character painting has a beautiful feel for the landscaping and the personality of the Basset Hound. Guinea is in Africa (I think that they speak French) and it was issued in 1988.
Guinea-Bissau is in Western Africa, bordering the North Atlantic Ocean, between Guinea on the south and Senegal on the north. In 1994, 20 years after independence from Portugal, the country's first multiparty legislative and presidential elections were held. An army uprising that triggered a bloody civil war in 1998, created hundreds of thousands of displaced persons. Guinea-Bissau's transition back to democracy will be complicated by a crippled economy devastated by civil war and the military's predilection for governmental meddling.

Basset Hound stamp from Hakasia

This stamp was issued in 2001.
Hakasia is located in the south of Serbia, next to the Sayan-Altay Mountains and Yenisey River and the the north Altay Republic. Its capital is the city of Abakan. The real name of Hakas people who speak Turkish is Koray people. They are composed of four tribes. Hakasia is devoted to its own language, culture and traditions and there is a university, technical institute, and institutes for linguistic, historical and literary researches in Hakasia. There are also various cultural and artistic institutions, 4 theatres, library and museums as well as music and art schools. Hakas Turks are Christians, but they continue their Shamanist beliefs and traditions. Agriculture, stockbreeding and timber productions are the means of subsistence in the region. Breeding of sheep horses, cattle, and beekeeping are also the signicant means of subsistence.

Ingushetia

Ingushetia is one of the 21 Russian republics, which are the administrative units with the greatest amount of autonomy within the Russian Federation. It was part of a joint Chechen-Ingush autonomous republic from 1936 until 1991, when Chechnya declared independence and the Ingush separated from the republic.

The Jewish Republic is near Siberia and is now independent enough to offer postal service as well. Their Basset Hounds are always interesting, but the one on the left is much harder to come by than the other Russian stamps. The stamp on the right was issued in 2000 and I am wondering if it is a mismarked Dachshund? Well, the mystery is solved by Ursula in Sweden who tells me that this is the "grandfather" of Basset Hounds, the french Basset Artesien Normand. You can have a look at them on her page here.

Basset Hound stamp from Kabardino Balkaria

This stamp was put out in 2001.
The Republic of Kabardino-Balkaria is a federal subject of the Russian Federation located in the northern Caucasus mountains, with plains in the northern part. The Kabardian lands have been under Russian protectorate since 1557. In 1739 Kabardia became independent and 1774 became part of the Russian empire. Balkaria was annexed in 1827. In 1944, Stalin accused the Balkars of collaborating with Nazi Germany and deported the entire population. The Territory was renamed the Kabardin ASSR until 1957, when the Balkar population was allowed to return and its name was restored.

Kalmykia is a republic within the Russian Federation. The Kalmyks settled the Volga River region in the seventeenth century. A Mongol people, they were originally Buddhist in faith. Annexed to Russian in 1771, a Kalmyk Autonomous Province was created by the Bolsheviks in 1920. This was abolished during the Second World War, when, in common with many other ethnic minorities, the Kalmyks were deemed to have displayed insufficient enthusiasm for fighting for Communism. The customary mass deportations followed. An Autonomous Republic was re-established in 1958.

Basset Hound stamp from Komi

This stamp was put out in 2002.
The Komi Republic is situated in the extreme North-East part of Russia. It is a multinational state, since the population of Komi Republic is estimated at 1.2 million citizen and consists of 100 nationalities. The Komi Republic is now a democratic legal state included into the Russian Federation. The republic has unique stocks of mineral resources thanks to their location, diversity and quality.

Kyrgyzstan is another Russian local state that is issuing topical stamps. This one of darling tri-colored puppies is particularly nice. Together with Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan, Kyrgyzstan forms a region known as Central Asia. The area of Kyrgyzstan is almost completely mountainous and is subject to major earthquakes. It declared its independence with the downfall of the Soviet Empire in 1991. This beautiful puppy stamp was issued in 1998.

Lesotho

Lesotho is a mountainous, landlocked country completely surrounded by South Africa. It is very poor, but has recently built a large dam to help it have power and sell water to its neighbor, the Republic of South Africa. Lesotho issued a set of dog stamps that are consistently attractive.

Mordovia

Mordovia is located between Moscow and the Volga River and is bordered by the republic of Chuvashia on the east. Mordovia is one of the 21 Russian republics, which are the administrative units with the greatest amount of autonomy within the new Russian Federation. Mordovia is a largely agricultural region. Like most of the other republics, Mordovia has started issuing postal stamps including this great Basset Hound in 1999.

Nakhichevan

Nakhichevan is a Russian state that borders Azerbaijan. It's capital is extremely old, dated by some archaeologists to about 1500 BC. Armenian tradition ascribes the founding of the city to Noah. This stamp is a totally different style than the other realistic photo-type stamps recently issued by local Russian states. It comes from a set of 8 different breeds, all with the green border.

Nevis

St. Kitts & Nevis are located in the northern part of the Leeward Islands in the eastern Caribbean. Like no other islands in the Caribbean, they seem to embody a kind of lush tropical paradise usually associated with the South Pacific. The atmosphere here is luxuriant, an intoxicating blend of sunlight, sea air and fantastically abundant vegetation. On Nevis, the ground rises upward into a cloud forest filled with elusive green vervet monkeys and brilliant tropical flowers. Nevis was named after the spanish word for snow, not because there was any, but because of the white clouds that encircle the single peak of an island.

Nicaragua

Nicaragua is a Central American country that has had a turbulent recent history. In the 1980s, the country was racked by a civil war between the leftist Sandinista government and US-backed Contra rebels. Unemployment soared and annual hyperinflation reached 24,000%. Today, President Arnoldo Aleman, a right-wing businessman, is struggling to rebuild a country once defined by the Cold War conflict. To some extent, he’s succeeded. Although most Nicaraguans remain mired in poverty, economic growth has averaged nearly 5% a year under Aleman. This stamp was issued in 1996 by Nicaragua just before Aleman took office.

Niger

Niger is a poor, landlocked Sub-Saharan nation. Two-thirds of Niger is desert with much of the northeastern part of the country being uninhabitable. The remaining third of the country is savannah, suitable mainly for raising livestock and limited agriculture. The country is subject to the problems of overgrazing; soil erosion; deforestation; desertification; wildlife populations (such as elephant, hippopotamus, giraffe, and lion) threatened because of poaching and habitat destruction.

Basset Hound stamp from Sakhalin

This stamp was issued in 2002.
Sakhalin is a very long but narrow island located between Japan and Russian Maritime Territory. It is separated from the continent by a narrow strait of 6 km width and for that reason, Westerners first thought it should be a peninsula. With the Kuril Islands, Sakhalin is one of the territories disputed between Japan and Russia and its belonging has not yet been definitely settled. In 1997, the local government started issuing stamps.

Basset Hound stamp from Sharjah

The Emirate of Sharjah is part of the United Arab Emirates bordering the Gulf of Oman. Sharjah is the third largest of the seven states, which forms the United Arab Emirates that became fully independent in 1971. From that time, it has attracted attention -- first because of its oil reserves and its strategic location but now in addition to those, because of its program of economic and social development. In the last quarter of the twentieth century, the UAE has witnessed the creation of a truly modern welfare state. Education, health care and social services are available to all citizens.
This is one of our earliest Basset Hound stamps from 1972, nearly 40 years ago. It is still one of the nicest.

These stamp are from S.Tome E Principe. Both the babies and adults are attractive tri-colored Bassets, but I have no information on who they may be. Both stamps were issued in 1995 and deserve to be in any comprehensive Basset Hound collection.
Sao Tome E Principe was discovered and claimed by Portugal in the late 15th century, the islands' sugar-based economy gave way to coffee and cocoa in the 19th century - all grown with plantation slave labor, a form of which lingered into the 20th century. Although independence was achieved in 1975, democratic reforms were not instituted until the late 1980s. Though the first free elections were held in 1991, the political environment has been one of continued instability with frequent changes in leadership and coup attempts in 1995 and 2003. The recent discovery of oil in the Gulf of Guinea is likely to have a significant impact on the country's economy. Located in Western Africa, islands in the Gulf of Guinea, straddling the Equator, west of Gabon. It is more than 5 times the size of Wahington, D.C. The climate is tropical; hot humid; one rainy season (October to May).

This is a very small stamp compared to the regular postage stamps, issued by Staffa, Scotland. It was scanned at a larger size in order to show the detail of this Cocker puppy.
Staffa is another of the islands off the coast of Scotland that issues topical stamps.

St Vincent

St. Vincent and the Grenadines, issued a wonderful set of dog head studies in 1994 to commemorate the Year of the Dog. This is their Basset Hound one.
Caribs were the first inhabitants of St. Vincent. Columbus marked the presence of the island on his third voyage in 1498, but didn't go ashore. The Caribs were tenacious, keeping the European conquistadors at bay longer than on any other island.
In 1787, Captain William Bligh set sail from England on the Bounty, bound for Tahiti. The purpose of the voyage, which ended in mutiny, was to collect breadfruit plants and transport them to St. Vincent for use as food for slaves. In 1793 Bligh eventually arrived in St. Vincent on another ship loaded with breadfruit seedlings. The fruit would make the island famous. To this day, bananas are the main export from the island.
St. Vincent and the Grenadines achieved independence in 1979. The islands have produced many stamps over the years, including these Bassets.

Tanzania

In 1996, Tanzania issued a large collection of dog stamps that came on four pages of nine different breeds each. This is the Basset offering. Tanzania, the largest country in East Africa, is renowned for its magnificent wildlife, lakes, mountains, and scenery. The country boasts a wealth of natural attractions, including the famed Ngorongoro crater and the formidable Mount Kilimanjaro. It is also home to magnificent game reserves: Gombe Stream National Park, with its chimpanzee sanctuary; and the breathtaking plains of the Serengeti National Park, which hosts the annual migration of at least two million wildebeest with leopards and lions hot on their heels. Add to this the lovely beaches of the exotic islands of Zanzibar, Pemba, and Mafia.

Tatarstan is one of the former Russian states along the Volga River. It has been independent since 1994, but even a thousand years ago, it was known as Islam's Northern Mecca. The set of stamps that this Basset is from was issued in 1999 and was just the first of several new sets from that country.

Turks and Caicos

The Turks & Caicos Islands, part of the British West Indies, are a dependency of Great Britain and are located at the SE end of the Bahama Islands. Of about 50 Islands, only six are inhabited. The estimated population, in 1999, is 16,863.
They came out with a very unique set of "Dogs and their Work". The work that they chose for the different breeds is often surprising. The Basenji, for instance, was listed as a hearing ear dog. The Basset Hound is noted as a "Security" dog. While I won't dispute that they make wonderful alert dogs on occasion, I would not have listed that as their main job.

Buriatia

Touva (often spelled Tuva) is a country in the southern area of Siberia. It's a unique place with the landscapes ranging from the desert to the perma frost, and local fauna-from camels to reindeers. Touva is known as almost the only place in the world where shamanism, a very ancient religion, is preserved, kept and cultivated in its original form.

The economy in Russia since the break up of the Soviet Union has such high inflation that stamps that were previously issued are not of enough value to mail a letter any more, so to remedy the situation, the local Post Offices have taken blocks of four "old" printed stamps and overprinted them with a new image and a new value. The Basset Hound shown above is one of these "Russian Overprints" from Buriatia. These stamps come in a set of five different colored stamps all with the same overprint. Last time that I got in some overprints, I assumed that they would remain available. I was wrong and I never saw more copies of those. I expect these to be equally as rare and collectable. There is no telling how many of the overprints they produced (not many), since they were never designed to be sold on the world market. They are of value only for a short while until the actual stamps can be printed. On the left is the stamp that was ultimately issued with the Basset Hound image from the overprint, put out by Touva.

Udmurtia

Udmurtia is approximately midway between Moscow to the Urals. Its land is a hilly wooden plain with numerous swamps, springs and rivers. Its climate is a bit too wet and not healthy. Summer is short, rainy and cool, autumn is very cloudy (often there are almost no sunny days from October till January), foggy and rainy. This not very friendly land was originally inhabited by Udmurts (or Votyaks). These peaceful and quiet Finnish people maintained their culture heritage there at least for five thousand years. Their religion is also ancient. They worship the God (called Inmar, The Highest Being) and His assistants governing various elements. With the desolution of the Soviet Union, Udmurtia became one of the local republics and as such they now issue stamps including this lovely Basset Hound. The stamp on the left was issued in 2000, the one on the right was produced in 1999.

This stamp is from Umm al Qiwain, one of the seven sheikhdom emirates that combined together to form the United Arab Emirates in 1971. The puppy is listed as a Basset Hound along the left edge and was issued in 1967 before the formation of the UAE.

Nam

Viet Nam is located in southeastern Asia, bordering the Gulf of Thailand, Gulf of Tonkin, and South China Sea, alongside China, Laos and Cambodia. It is slightly larger than New Mexico. The climate is tropical in south; monosoonal on north with hot, rainy season (mid-May to mid-September) and warm, dry season (mid-October to mid-March). The terrain is low, flat delta in south and north; hilly, mountainous in far north and northwest. Natural hazards are occasional typhoons with extensive flooding. Vietnamese is the official language with English increasingly favored as a second language with some French, chinese, and Khumer. It is a communist state with Hanoi the capital. The people achieved their independence from France on Sept. 2, 1945. VietNam is a poor, densely populated country that has had to recover from the ravages of war, the loss of financial support from the old soviet bloc, and the rigidities of a central planned economy. This stamp was issued in 1989.

Yugoslavia is located in southeastern Europe on the Balkan Peninsula. From 1945 to 1991 Yugoslavia was a larger Communist federal state, consisting of six republics. Four of the republics—Bosnia and Herzegovina (often referred to simply as Bosnia), Croatia, Macedonia, and Slovenia—declared their independence in 1991 and 1992, leaving only Serbia and Montenegro unified. They declared themselves the inheritors of the country name of Yugoslavia. This stamp was issued in 1994.

Basset Hound stamp from Nanjing China
Don't ever expect to find this again. I bought the expensive, unique set for the Borzoi in it. But there were about 10 other cartoon breeds including this drawing of a Basset. It is a non-perf stamp, meaning that it doesn't have the tear holes, just smooth cut sides. It is from the province of Nanjing in China. I have been told that these stamps were given away in matchboxes somewhat like our Crackerjacks prizes.

Ajman is the smallest of the United Arab Emirates. It is immediately to the north of and mostly surrounded by Sharjah. Like most of the country, Ajman is in the process of changes which amount to a transformation. The central area is rapidly being modernized and it is clear that Ajman has no intention of being left behind the other Emirates. It is here that the Victory speedboats are built and Ajman is determined to enjoy a share of the United Arab Emirates' victories for itself.

And first souvenir sheet is this nifty one from Argentina that was issued in 1985 for the International Philitetic Exposition. The Argentian souvenir sheet actually shows a stamp from Nicaragua as its special focus (see inside the perforations), although I have never seen an original of the Nicaraguan stamp. The fancy writing says Argentina '85.

Burkina Faso, formerly Upper Volta, became independent from France in 1960. Governmental instability during the 1970's and 1980's was followed by mulitparty elections in the early 1990's. Burkina Faso is a landlocked country where recent droughts and desertification are severely affecting agricultural activities, population distribution and the economy. Several hundred thousand farm workers migrate south every year to work in Cote d'Ivoire and Ghana.

The Central African Republic put out this unusual souvenir sheet. The focus of the stamp is the Pekinese in the center, but the surrounding dogs are even more interesting. The Pharaoh Hound and Basset are beautifully done and the Border Collie and Doberman are two of the rare instances where the dogs are shown doing their jobs. To the right is a detail of the lovely Basset Hound.

Dominica

Dominica was the last of the Caribbean islands to be colonized by Europeans, due chiefly to the fierce resistance of the native Caribs. France ceded possession to Great Britain in 1763, which made the Basset Hound stamp from 
Dominica island a colony in 1805. In 1980, two years after independence, Dominca's fortunes improved when a corrupt and tyrannical administration was replaced by that of Mary Eugenia CHARLES, the first female prime minister in the caribbean, who remained in office for 15 years. It is slightly more than four times the size of Washington, DC. The climate is tropical and the terrain has rugged mountains of volcanic origin. It is known as "The Nature Island of the Caribbean" due to its spectacular, lush, and varied flora and fauna, which are protected by an extensive natural park system. The official language is English. The capital is Roseau.

The United Arab Emirate of Dhufar issued this souvenir sheet in 1984. It was chosen to represent a set of stamps that had eight different breeds. I can think of no better introduction to the stamps representing the noble Basset Hounds. This souvenir sheet is approximately 3 inches by 1 3/4 and can be mounted with a nugget effect gold leaf design on black background in a matching black and gold frame.

Evenkia is in the far northern region of central Russia. The native people were nomads who depend on hunting and reindeer for their livelihood for centuries. The Soviet government tried to bring these people under their rule but the climatic conditions are very harsh and it was difficult to exploit the natural resources, so much of the country was still undominated when the Soviet Union broke apart in 1991. This is the first set of dog stamps issued by the remote region of Evenkia, put out in 1999.

Basset Hound stamp from 
Grenada Grenada is described as a spice island, because it produces large quantities of cloves and mace and about a third of the world’s nutmeg. It also grows cacao, sugar, bananas and a wide variety of other fruit and vegetables. Some of its beaches, especially Grand Anse, a dazzling two-mile stretch of white sand, are very fine, but the rest of the island is just as beautiful, rising from a generally rugged coast to a spectacular mountainous interior. The island is green, well forested and cultivated and is blessed with plenty of rain in the wet season. Grenada is the most southerly of the Windward Islands. In contrast to other Windward Islands, which have had a similar history of disputed ownership between the French and English, the French cultural influence in Grenada has completely died out. The population is very young; 38% are under 15 years old and nearly 26% are in the 15-29 years’ age bracket.

Guinea is partial heir to the series of west African empires that, at their height before the arrival of the Europeans, cast significant political and commercial influence over many peoples from Guinea's Atlantic coast to the southern edge of the Sahara. The empires of Ghana, Mali, and Songhai spanned the period from about the 10th to the 15th centuries. French military penetration into the area began in the mid-19th century. Guinea became an independent republic in 1958.

Liberia is an independent republic which lies on the on the bulge of Africa between Sierra Leone and the Ivory Coast. The official language of Liberia is English but several local Basset Hound stamp from 
Liberia languages are more widely spoken. In 1980 a military coup overthrew the government and led to economic mismanagement and debt. A democratically elected government was elected in 1997; however, the war had severely damaged the economy through the loss of facilities and foreign investment.

This sheet is fairly new, issued in 2000. The picture to the right is a detail of the Basset in the middle of the bottom row of the mini-sheet.

Basset Hound stamp from Mozambique

Mozambique is 111 years old. The country came into existence in its present form as a result of an Anglo-Portuguese treaty of May 1891 and gained its independence from Portugal in 1975. The Mozambique created in 1891 was not a piece of random map drawing but an attempt to make sense of the history of the region in a single colonial state. In doing so, it accepted a part of the African coast, which was established in the sixteenth century when the Portuguese divided their command in eastern Africa between the states of Mozambique and Mombassa.

Sierra Leone was a British colony to which freed slaves returned in the late 1700's. Basset Hound stamp from Sierra After Independence in 1961 successive governments were dominated by a small political elite who exclusively profited from the lucrative trade in diamonds. Little of this national income trickled down to benefit the rest of the population. After much fighting and insurection the UN was finally convinced to send a peacekeeping force that was in the news for many months. This minisheet was issued in 1997.

Basset Hound stamp from Turkmenistan

Basset Hound stamp from Turkmenistan Annexed by Russia between 1865 and 1885, Turkmenistan became a Soviet republic in 1925. It achieved its independence upon the dissolution of the USSR in 1991. President NIYAZOV retains absolute control over the country and opposition is not tolerated. Extensive Hudrocarbon/natural gas reserves could prove a boon to this underdeveloped country if extraction and delivery projects were to be expanded. Turkmenistan is on the east side of the Caspian Sea, just above Iran. It is slightly larger than California in size. Its terrain is flat-to-rolling sandy desert with dunes rising to mountains in the south; low mountains along border with Iran; borders Caspian Sea in west. The religion is Muslim 89%, Eastern Orthodox 9%, unknown 2%. The capital is Ashgabsat.
This is probably one of the most amazing mini sheets ever produced. There are seven breeds represented and they have managed to run a perforation line through every one. My, what an accomplishment. The Basset Hound is shown enlarged to the right.
