The collapse of the Soviet Union has created a gold mine for stamp collectors. The local governments have issued some wonderful stamps in an effort to sell them to the world market and not even have to provide the associated service of mailing letters with them. This is a real boon when you see the lovely stamps issued above from Altai. Altai is from the Russian block and is in southeast Western Siberia. It was noted as the largest agricultural producer in the Soviet Union.
The disintegration of the Soviet Union is bringing to light the enormous diversity of the indigenous people who were kept under its rule. The Altaics were a nomadic, herding people for millennia. They had a native language and customs. Several related groups are now considered more self-ruling, such as Dagestan, Kyrgyzstan and Altai. In 1997, Altai started to issue unique stamps and some of them were of different breeds of dogs. By 2000, they issued these attractive Staffordshire Bull Terrier stamps for our collections.

Afghanistan is a mountainous land-locked country located in Central Asia. It has a history and culture that goes back over 5000 years. Throughout its long, splendid, and sometimes chaotic history, this area of the world has been known by various names. In ancient times, its inhabitants called the land Aryana. In the medieval era, it was called Khorasan, and in modern times, its people have decided to call it Afghanistan. The exact population of Afghanistan is unknown, however, it is estimated to be somewhere around 21-26 million. It is slightly smaller than Texas. They have cold winters and hot summers. Some current issues are limited fresh water resources, inadequate supplies of potable water, overgrazing and deforestation.The capital is Kabul. The majority of the population continues to suffer from insufficient food, clothing, housing, and medical care, problems exacerbated by military operations and political uncertainties.

Antigua & Barbuda are a pair of sister islands in the north east Caribbean that became a nation when Great Britain "gave them their freedom." The two islands are not always at ease with each other since Barbuda contains 40% of the land but only 10% of the people and they prefer to not be developed by outsiders. Azerbaijan is on the west side of the Caspian Sea, next to Armenia and just north of Iran. Its tragic civil war has kept it in the news for some time. The wonderful stamp above is fairly new.
With the collapse of the Soviet empire, we are given the opportunity to have diverse new countries issuing attractive new topical stamps.

The Republic of Bashkortostan lies in the South Ural Mountains bordering with Tatarstan and the Udmurt Republic. In 1921 Bashkortostan was forced to become an official Autonomous Soviet Republic as a part of the Russian Federation. By 1937 Bashkortostan accepted the constitution of the USSR, in which the republic was declared a state. This status was a formality due to the absence of sovereign rights. In 1990, upon the collapse of the Soviet Union, Bashkortostan declared its state sovereignty. Its capital city is Ufa and the economy depends on agriculture, stockbreeding and some industry.

Present day Benin was the site of Dahomey, a prominant West African kingdom that rose in the 15th century. The territory became a French Colony in 1872 and achieved independence on Autust 1, 1960, as the Republic of Benin. A succession of military Governments ended in 1972 with the rise to powere of Mathieu KEREKOU and the establishment of a government based on Marxist-Leninist principles. A move to representative government began in 1989. Two years later, free elections ushered in former Prime Minister Nicephor SOGLO as presdent, marking the first successful transfer of power in Africa from a dictatorship to a democracy. KEREKOU was returned to power by elections held in 1996 and 2001, though some irregularities were alleged.
The climate is tropical, hot, humid in south; semiarid in north; mostly flat terrain with some hills and low mountains; they have some envronmental issues such as inadequate supplies of potable water, and poaching of wildlife. The official capital is Porto-Novo; Cotonou is the seat of government.

Buriatia is in southern Siberia near Lake Baykal on the Mongolian border (another local Russian Government issuing stamps to sell to the world market and not have to provide the services of mailing letters) The Buryat people are Buddhists.

Chuvashia borders both of Russia’s European and Asian regions along one of the major tributaries of the Volga River. Chuvashia’s hops production and the locals’ love of beer has earned the republic the nickname of "Russia’s Bavaria." Chuvash people are Turkish; strangely they are not Muslim but Christian orthodox. This wonderful stamp was issued in 1998.

These stamps were issued in 2001.
Dagestan is one of the republics of the former USSR. Located between the Caspian Sea on the East and Caucasus mountains on the West, it is probably one of the most attractive places in that part of the globe. Its area is close to that of Scotland. With population of just above 2 million people, Dagestan is the homeland to over 36 different nationalities, and each one of those nationalities has its own unique language. Such combination of languages, cultures, types of landscape and customs makes it a one of a kind place in the world. These days, however, Dagestan is going through the times of heavy unrest, both political and ethnical.

This unique stamp was issued by the Islamic country of Eritrea which is on the Red Sea between Sudan and Ethiopia. This stamp was issued in 2003.

Fujeira is one of the seven Emirates that combined in 1974 to form the United Arab Emirates. The name Fujeiria refers to the spring of water beneath one of the mountains. Each of these stamps is new, issued in 2000.

Ingushetia is one of the 21 Russian republics, which are the administrative units with the greatest amount of autonomy within the Russian Federation. It was part of a joint Chechen-Ingush autonomous republic from 1936 until 1991, when Chechnya declared independence and the Ingush separated from the republic. This stamp was issued in 2000.

The economy in Russia since the break up of the Soviet Union has such high inflation that stamps that were previously issued are not of enough value to mail a letter any more, so to remedy the situation, the local Post Offices have taken blocks of four "old" printed stamps and overprinted them with a new image and a new value. The Staffordshire Bull Terrier shown above on the left is one of these "Russian Overprints" from Ingushetia. These stamps come in a set of five different colored stamps all with the same overprint. Last time that I got in some overprints, I assumed that they would remain available. I was wrong and I never saw more copies of those. I expect these to be equally as rare and collectable. There is no telling how many of the overprints they produced (not many), since they were never designed to be sold on the world market. They are of value only for a short while until the actual stamps can be printed. On the right is the stamp that was ultimately issued with the Staffordshire image from the overprint, put out by Karakalpakia.
When the over inflation started, millions of stamps had been printed that became essentially worthless. To keep from destroying them and taking the loss, it was decided to overprint them with topical themes and sell them as for the newly printed value. I doubt that these will remain available for very long.

Koriakia and Kolyma Region, going southwest we cross huge ecotone between artic tundra and boreal forests. Zonal vegetation here is very specific unique for the world thickets of Siberian Dwarf Pine. The Pines produce cones with nuts and are the intial component for a lot of food chains. The weather in summer is mainly good, however sometimes in chilly evenings it is more comfortable in a sweater; also need in warm weather rain clothes and high rubber boots in most areas. problems are mosquitos and ticks. Local Russians take vaccines against these.

I found some very interesting information when searching for a history of Ossettia. It lies near the Black Sea in the Russian region of Georgia. Today’s 700,000 North and South Ossettians are herdsmen and horsemen, probably descended from the Scythian warrior nomads of ancient Greek times.
Like the first settlers of Yorkshire they use the word ‘Don’ for river and, like the people of Ossett, they chose the fleece as an emblem. A fleece also appears at the centre of Ossett's coat of arms.
Is there a connection? Some versions of the Greek legend of Jason and the Argonauts tell us that on his long homeward voyage Jason took the Golden Fleece by river journey from the Black Sea to the North Sea – a route well known to the Vikings who are thought to have founded Ossett. In addition, Ossett is a Viking place name which may mean 'Osla's seat' or 'ridge camp'. Was Ossettia founded by Vikings? Perhaps. In the meantime, the local government of both North Ossettia and South Ossettia have issued a few fascinating stamps, including these lovely Staffordshire Bull Terriers. Each of these exquisite stamps were issued in 1998.

Although independence was achieved in 1975, democratic reforms were not instituted until the late 1980s. Though the first free elections were held in 1991, the political environment has been one of continued instability with frequent changes in leadership and coup attempts in 1995 and 2003. The recent discovery of oil in the Gulf of Guinea is likely to have a significant impact on the country's economy. Located in Western Africa, islands in the Gulf of Guinea, straddling the Equator, west of Gabon. It is more than 5 times the size of Wahington, D.C. The climate is tropical; hot humid; one rainy season (October to May).

Sakhalin is a very long but narrow island located between Japan and Russian Maritime Territory. It is separated from the continent by a narrow strait of 6 km width and for that reason, Westerners first thought it should be a peninsula. With the Kuril Islands, Sakhalin is one of the territories disputed between Japan and Russia and its belonging has not yet been definitely settled. In 1997, the local government started issuing stamps. This beautiful stamp was issued in 2000.

Sharjah is the third largest of the seven states, which forms the United Arab Emirates which became fully independent in 1971. From that time, it has attracted attention -- first because of its oil reserves and its strategic location but now in addition to those, because of its program of economic and social development. In the last quarter of the twentieth century, the UAE has witnessed the creation of a truly modern welfare state. Education, health care and social services are available to all citizens. This darling puppy stamp was issued in 2000, the first time that Sharjah has issued dogs stamps since 1972.

Tatarstan is one of the former Russian states along the Volga River. It has been independent since 1994, but even a thousand years ago, it was known as Islam's Northern Mecca. The set of stamps that this Staffordshire Bull Terrier is from was issued in 1999 and was just the first of several new sets from that country.

Touva (often spelled Tuva) is a country in the southern area of Siberia. It's a unique place with the landscapes ranging from the desert to the perma frost, and local fauna-from camels to reindeers. Touva is known as almost the only place in the world where shamanism, a very ancient religion, is preserved, kept and cultivated in its original form.
The republic of Touva lies at the upper reaches of the Siberian Yenisey River and forms a barrier between Russia and Mongolia. Since its independence from the former Soviet Union, Tuva continues to struggle to work on the appropriate way to safeguard and develop its own identity and sovereignty going through the difficult changes from a command-orientated planned economy towards an open market economy. Like so many other former Russian states, the diversity of the people is starting to be felt as the original culture, traditions and religion are gaining more followers. This lovely stamp was issued in 1999.

This stamp was issued in 1999.
Annexed by Russia between 1865 and 1885, Turkmenistan became a Soviet republic in 1925. It achieved its independence upon the dissolution of the USSR in 1991. President NIYAZOV retains absolute control over the country and opposition is not tolerated. Extensive Hudrocarbon/natural gas reserves could prove a boon to this underdeveloped country if extraction and delivery projects were to be expanded. Turkmenistan is on the east side of the Caspian Sea, just above Iran. It is slightly larger than California in size. Its terrain is flat-to-rolling sandy desert with dunes rising to mountains in the south; low mountains along border with Iran; borders Caspian Sea in west. The religion is Muslim 89%, Eastern Orthodox 9%, unknown 2%. The capital is Ashgabsat.

What a lovely stamp by Udmurtia in 1999.
Udmurtia is approximately midway between Moscow to the Urals. Its land is a hilly wooden plain with numerous swamps, springs and rivers. Its climate is considered a bit too wet and not healthy. Summer is short, rainy and cool; autumn is very cloudy (often there are almost no sunny days from October till January), foggy and rainy. This not very friendly land was originally inhabited by Udmurts (or Votyaks). These peaceful and quiet Finnish people maintained their culture heritage there at least for five thousand years. Their religion is also ancient. They worship the God (called Inmar, The Highest Being) and His assistants governing various elements. With the dissolution of the Soviet Union, Udmurtia became one of the local republics and as such they now issue stamps including this lovely Staffordshire Bull Terrier.

staffordshire Bull Terrier Stamp from Benin Benin is a Western Africa country with very little tourism or resources. All the more impressive that they issued such a lovely set of stamps including this Staffordshire Bull Terrier in 2000. I expect them to remain easily available for awhile.
It may be noted that Benin, former Dahomey, has perhaps the "most beaten tracks by Europeans of any in Africa". The history of Benin is a succession of kingdoms, followed by years of communist rule and finally independence in 1990.
