To bolster their income, the independent Russian states have started issuing topical stamps in the hope that the world market will buy them and not require the associated postal services. Whatever the reason, we are all winners when such lovely stamps and souvenir sheets are issued. This one is from Abkhazia issued in 1997.

This lovely lady and her puppies was also issued in 1997.
The economy in the former Soviet Union is in very sad shape. As of this date Abkhazia is a fragment of the old USSR, its either a part of Georgia or a new country, depending on who you ask. They started printing their own passports in Oct.. 1998, but it's unclear how universally they will be recognized. The Republic of Abkhazia covers 3,300 square miles between the eastern shores of the Black Sea and the crestline of the main Caucasus range, from the rivers Psou(in the North) and ingur (in the South). The coastal valleys are humid and subtropical. At higher altitudes the weather ranges from moderately cold to such freezing temperatures that the snow never melts.

An outstanding piece of artwork on the Shetland Sheepdog issued by Afghanistan in 1999.
Afghanistan is a mountainous land-locked country located in Central Asia. It has a history and culture that goes back over 5000 years. Throughout its long, splendid, and sometimes chaotic history, this area of the world has been known by various names. In ancient times, its inhabitants called the land Aryana. In the medieval era, it was called Khorasan, and in modern times, its people have decided to call it Afghanistan. The exact population of Afghanistan is unknown, however, it is estimated to be somewhere around 21-26 million. It is slightly smaller than Texas. They have cold winters and hot summers. Some current issues are limited fresh water resources, inadequate supplies of potable water, overgrazing and deforestation.The capital is Kabul. The majority of the population continues to suffer from insufficient food, clothing, housing, and medical care, problems exacerbated by military operations and political uncertainties.

Sheltie stamp from Ajman

The year of issue for this painting from Ajman is 1972, 30 years old.
Ajman is the smallest of the United Arab Emirates. It is immediately to the north of and mostly surrounded by Sharjah. Like most of the country, Ajman is in the process of changes which amount to a transformation. The central area is rapidly being modernized and it is clear that Ajman has no intention of being left behind the other Emirates. It is here that the Victory speedboats are built and Ajman is determined to enjoy a share of the United Arab Emirates' victories for itself.

Angola is in Africa near the Congo and on the Atlantic Coast. Portuguese is the official language of the government and business, but only about 42 percent of the population of 10 million is literate, 56 percent of males and 28 percent of females. The current issues facing the country are overuse of pastures and subsequent soil erosion attributable to population pressures; desertification; deforestation of tropical rain forest, in response to both international demand for tropical timber and to domestic use as fuel, resulting in loss of biodiversity; soil erosion contributing to water pollution and siltation of rivers and dams; inadequate supplies of potable water. Angola is a developing country at war, and civil unrest has been ongoing since the country's 1975 independence from Portugal.

Antigua & Barbuda are a pair of sister islands in the north east Caribbean that became a nation when Great Britain "gave them their freedom." The two islands are not always at ease with each other since Barbuda contains 40% of the land but only 10% of the people and they prefer to not be developed by outsiders. In 1994, they put out two sets of stamps in honor of The Year of the Dog. There were 12 large breeds and 12 small breeds. This lovely Shetland Sheeepdog was in the set of small breeds. This is a fairly common stamp.

Azerbaijan is on the west side of the Caspian Sea, next to Armenia and just north of Iran. Its tragic civil war has kept it in the news for some time. The wonderful stamp above was issued in 1998.
With the collapse of the Soviet empire, we are given the opportunity to have diverse new countries issuing attractive new topical stamps.
Nakhichevan is a Russian state that borders Azerbaijan. It's capital is extremely old, dated by some archaeologists to about 1500 BC. Armenian tradition ascribes the founding of the city to Noah.

The above stamps were issued by Batum in 1997.
Batum is a local Russian state just south of the Black Sea, near Turkey. It is a Black Sea oil port at the end of an oil line. In 1878 its turbulent modern history began when it was taken by Russia from Turkey. Following the fall of the Tsar, the caucasion peoples reasserted their independence and Turkey saw its chance to win back old territory. Its troops entered Batum in april 1918. From this time date letters handstamped Batumskaya Kontora during a shortage of stamps at the Post Office and thus begins Batums philatelic history.

Buriatia is in southern Siberia near Lake Baykal on the Mongolian border and such the Buryat people are Buddhists as well.
The collapse of the Soviet Union has created a gold mine for stamp collectors. The local governments have issued some wonderful stamps in an effort to sell them to the world market and not even have to provide the associated service of mailing letters with them. This is a real boon when you see such lovely examples as this stamp put out by Buriatia in 1999.

A very nice stamp from Cambodia issued in 1990.
Cambodia is located in southeastern Asia, bordering the Gulf of Thailand, between Thailand, Vietnam, and Laos. It is slightly smaller than Oklahoma. The climate is tropical, rainy, monsoon season (May to November); dry season (December to April; little seasonal temperature variation. The terrain is mostly low, flat plains; mountains in southwest and north. The natural hazards are the monsoonal rains; flooding; occasional droughts. The current issues are illegal logging activities throughout the contry and strip mining for gems in the western region along the border with Thailand. Ethnic groups nsist of Khmer 90%, Vietnamese 5%, Chinese 1%, and others 4%. The languages are the official Khmer 95%, French and English. The government consists of multiparty democracy under a constitutional monarchy established on September 1993. The capital is Phnom Penh.

A great headstudy of the Sheltie.
Evenkia is in the far northern region of central Russia. The native people were nomads who depend on hunting and reindeer for their livelihood for centuries. The Soviet government tried to bring these people under their rule but the climatic conditions are very harsh and it was difficult to exploit the natural resources, so much of the country was still undominated when the Soviet Union broke apart in 1991. This is the first set of dog stamps issued by the remote region of Evenkia, put out in 1999.

Guyana is a little country, which lies on the North Eastern shoulder of South America near the equator. Said to be the legendary El Dorado, Guyana is the only English-speaking country located in South America. The name 'Guyana' is derived from an Amerindian word meaning; land of many waters - and indeed it is a land of many waters- with three mighty rivers and many tributaries, creeks and waterfalls.
The British founded Guyana in 1781. It passed for a while to the French, who largely rebuilt it, and in 1784 to the Dutch, who called the capital Stabroek. Regaining control in 1812, the British government renamed it British Guiana. In 1966 it became an independent Guyana.

Ingushetia is one of the 21 Russian republics, which are the administrative units with the greatest amount of autonomy within the Russian Federation. It was part of a joint Chechen-Ingush autonomous republic from 1936 until 1991, when Chechnya declared independence and the Ingush separated from the republic.

This awesome double stamp was issued in 2001. Don't miss this one, I have only 3 left.
The Republic of Kabardino-Balkaria is a federal subject of the Russian Federation located in the northern Caucasus mountains, with plains in the northern part. The Kabardian lands have been under Russian protectorate since 1557. In 1739 Kabardia became independent and 1774 became part of the Russian empire. Balkaria was annexed in 1827. In 1944, Stalin accused the Balkars of collaborating with Nazi Germany and deported the entire population. The Territory was renamed the Kabardin ASSR until 1957, when the Balkar population was allowed to return and its name was restored.

This colorful stamp was put out by kalmykia in 2000.

The economy in Russia since the break up of the Soviet Union has such high inflation that stamps that were previously issued are not of enough value to mail a letter any more, so to remedy the situation, the local Post Offices have taken blocks of five "old" printed stamps and overprinted them with a new image and a new value. The Shetland Sheepdog shown above on the right is one of these "Russian Overprints" from Komi. These stamps come in a set of five different colored stamps all with the same overprint. Last time that I got in some overprints, I assumed that they would remain available. I was wrong and I never saw more copies of those. I expect these to be equally as rare and collectable. There is no telling how many of the overprints they produced (not many), since they were never designed to be sold on the world market. They are of value only for a short while until the actual stamps can be printed. The stamp on the left was ultimately issued by Kalmykia with the Shetland Sheepdog image from the overprint from Komi

Both of these lovely stamps were put out by Karakalpakia in 2001.
Karakalpakia, now under the domain of Uzbekistan, is on the edge of the shrinking Aral Sea, which has recently revealed a shocking scale of environmentally induced disease. Women and children are most severely affected from the spread of pesticides and other pollutants as the lake - once the fourth largest in the world - has turned into a desert, its waters siphoned off to irrigate vast cotton fields and rice paddies in Central Asia. Over 20 per cent of the young women, aged 13-19, have kidney disease, and another 23 per cent suffer from thyroid dysfunctions. And many women have high levels of lead, zinc and strontium in their blood. Although the Aral Sea probably has less than 10 years of life left, if nothing is done to salvage what remains of it, the 1.1 million residents of Karakalpakia are under immediate health threats. If nothing is done to improve the health of the people we may be witnessing the end of another entire society as a result of human folly.

Sheltie stamp from Korea

This stamp from Korea came out in 1989. They look more like Collies than Shetland Sheepdogs although they appear to be small.
Following World War II, Korea was split, with the northern half coming under Communist domination and the southern portion becoming Western-orented. KIM ChongIl has ruled North Korea since his father and the country's founder, president KIM Il-song, died in 1994. After decades of mismanagement, the North relies heavily on international food aid to feeed its population while continuing to expend resources to maintain an army of about 1 million. North Korea's long-range missile development and research into nuclear, chemical, and biological weapons and massive conventional armed forces are of major concern to the international community. In december 2002, North Korea repudiated a 1994 agreement that shut down its nuclear reactors and expelled UN monitors, further raising fears it would produce nuclear weapons.
The area of North Korea is slightly smaller than Mississippi. The climate is temperate with rainfall concentrated in summer. Mostly hills and mountains separated by deep, narrow valleys; The people are traditionally Buddhist and Confucanist. Note: autonomous religious activities now almost nonexistent, government-sponsored religious groups exist to provide illusion of religious freedom. They speak Korean. the capitol is Pyongyang.

The Komi Republic is situated in the extreme North-East part of Russia. It is a multinational state, since the population of Komi Republic is estimated at 1.2 million citizen and consists of 100 nationalities. The Komi Republic is now a democratic legal state included into the Russian Federation. The republic has unique stocks of mineral resources thanks to their location, diversity and quality.

Koriakia issued this headstudy in 1999.
Koriakia and Kolyma Region, going southwest we cross huge ecotone between artic tundra and boreal forests. Zonal vegetation here is very specific unique for the world thickets of Siberian Dwarf Pine. The Pines produce cones with nuts and are the intial component for a lot of food chains. The weather in summer is mainly good, however sometimes in chilly evenings it is more comfortable in a sweater; also need in warm weather rain clothes and high rubber boots in most areas. problems are mosquitos and ticks. Local Russians take vaccines against these.

Together with Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan, Kyrgyzstan forms a region known as Central Asia. The area of Kyrgyzstan is almost completely mountainous and is subject to major earthquakes. It declared its independence with the downfall of the Soviet Empire in 1991.

One of the smallest states of the Indian Union, Nagaland is almost unexplored, as far as tourist destinations are concerned. A starkly remote terrain and scenery makes Nagaland, a place worth a visit for those adventurous in spirit.
Situated in the northeastern corner of the country, Nagaland is home to myriad tribes and sub tribes. In 1973, they issued an early set of dog stamps, making this the first Shetland Sheepdog stamp that I have found.

Sheltie stamp from St.vincent

Caribs were the first inhabitants of St. Vincent. Columbus marked the presence of the island on his third voyage in 1498, but didn't go ashore. The Caribs were tenacious, keeping the European conquistadors at bay longer than on any other island.
In 1787, Captain William Bligh set sail from England on the Bounty, bound for Tahiti. The purpose of the voyage, which ended in mutiny, was to collect breadfruit plants and transport them to St. Vincent for use as food for slaves. In 1793 Bligh eventually arrived in St. Vincent on another ship loaded with breadfruit seedlings. The fruit would make the island famous. To this day, bananas are the main export from the island.
St. Vincent and the Grenadines achieved independence in 1979. The islands have produced many stamps over the years, including this lovely headstudy of the Shetland Sheepdog from 1994.

This is an issue from Sakhalin. You will note that it is an identical stamp to Kalmykia above. Frequently countries issue the same stamp in the same year.
Sakhalin is a very long but narrow island located between Japan and Russian Maritime Territory. It is separated from the continent by a narrow strait of 6 km width and for that reason, Westerners first thought it should be a peninsula. With the Kuril Islands, Sakhalin is one of the territories disputed between Japan and Russia and its belonging has not yet been definitely settled. In 1997, the local government started issuing stamps.

Sheltie stamp from Sierra Leone

Sierra Leone was a British colony to which freed slaves returned in the late 1700's. After Independence in 1961, a small political elite, who exclusively profited from the lucrative trade in diamonds, dominated successive governments. Little of this national income trickled down to benefit the rest of the population. After much fighting and insurrection the UN was finally convinced to send a peacekeeping force that was in the news for many months. 1997 was the year of issue for this stamp from Sierra Leone.

The Republic of Somaliland (North West of Somalia) situated on the tip of the Horn of Africa, was formed in 1991 after separating from southern Somalia. The people of Somaliland experienced more than three years of bitter civil war (1988-1991) resulting in the deaths of nearly 60,000 people, massisive displacement both internal and to other countries, and a near total destruction of infrastructure, communications systems, banking and public services.
Following a period of inter-clan conflict, the Somali people have settled internal disputes using traditional peace-building methods, and they have started to rehabilitate amd reconstruct their damaged country. A stable administration has been formed, with a smooth transition of leadership following the death of former President Mohamed Ibrahim Egal, in May 2002. Demobilisation of former militia fighters into a national police force and army has created an environment of security within national boundaries.

Tadjikistan issued this stamp in the year 2000.
Tadjikistan plays a fascinating role in the power struggle in central Asia. After the dissolution of the Soviet Union and the declaration of independence by the former Soviet republics, Tadjikistan acquired national sovereignty for the first time in history. Inexperience, in conjunction with a particular clan-oriented, regional-based, political culture established the foundation for the prolonged conflict that ensued in post-Soviet Tadjikistan. The intensity of this conflict has been further fueled by the ethnic and historical externalities of the unresolved political situation in Afghanistan.
Today, Russia's interests in Tadjikistan center around preserving its economic and geopolitical position in Central Asia. These interests, however, conflict with those of the newly independent states in the region, which are focused on preventing Tadjikistan from becoming a "Russian protectorate." In this respect, resolution of the civil war in Tadjikistan is part of the broader problems of reconstituting global spheres of influence and establishing a "new world order" in the wake of the Soviet collapse.
In addition to the seemingly obvious military, strategic, and geopolitical factors, there are critical economic issues that underlie Russia's interests in retaining Tadjikistan within its sphere of influence. Tadjikistan is a mountainous country, rich in fuel and mineral deposits. Tadjikistan's potential to generate hydroelectric power is second only to Russia among CIS member states. Moreover, not so long ago, Tadjikistan was Moscow's main supplier of several minerals, as well as cotton. Finally, the country has the resources and infrastructure to become a major industrial power in the region.
This country is worth studying on its own and now it has issued some of the nicest stamps available from any country including these great Shetland Sheepdogs put out in 2000.

Tatarstan is one of the former Russian states along the Volga River. It has been independent since 1994, but even a thousand years ago, it was known as Islam's Northern Mecca. The set of stamps that this Shetland Sheepdog is from was issued in 2000 and was just the first of several new sets from that country.

A nice issue from Touva in 1999.
Touva (often spelled Tuva) is a country in the southern area of Siberia. It's a unique place with the landscapes ranging from the desert to the permafrost, and local fauna-from camels to reindeers. Touva is known as almost the only place in the world where shamanism, a very ancient religion, is preserved, kept and cultivated in its original form.

Sheltie stamp from Tuvalu

A beautiful older stamp put out by Tuvalu in 1985. Tuvalu put out several breeds in headstudies that year.
Tuvalu is an island in the South Pacific and is also known as Nukulealea.
In 1974, ethnic differences within the British Colony of the Gilbert and Ellice Islands caused the Polynesians of the Ellice Islands to vote for separation from the Micronesians of the Gilbert Islands. The following year the Ellice Islands became the separate British colony of Tuvalu. Independence was granted in 1978. In 2000, Tuvalu negotiated a contract leasing its Internet domain name "tv" for $50 million in royalties over the next dozen years. The climate is tropical, moderated by easterly trade winds (March to November); westerly gales and heavy rain (November to March). It is one of the smallest countries on earth. The capital is Funafuti, note - adminstrative offices are located in Vaiaku Village on Fongfale Islet. Tuvalu does not have an embassy in the U.S. It does, however, have an UN office in New York City.

Turkmenistan issued this stamp in 1998. Annexed by Russia between 1865 and 1885, Turkmenistan became a Soviet republic in 1925. It achieved its independence upon the dissolution of the USSR in 1991. President NIYAZOV retains absolute control over the country and opposition is not tolerated. Extensive Hudrocarbon/natural gas reserves could prove a boon to this underdeveloped country if extraction and delivery projects were to be expanded. Turkmenistan is on the east side of the Caspian Sea, just above Iran. It is slightly larger than California in size. Its terrain is flat-to-rolling sandy desert with dunes rising to mountains in the south; low mountains along border with Iran; borders Caspian Sea in west. The religion is Muslim 89%, Eastern Orthodox 9%, unknown 2%. The capital is Ashgabsat.

Look at this fantastic souvenir sheet from Altai. Nine different renditions of the Shetland Sheepdog. A wonderful addition to your stamp collection.
The collapse of the Soviet Union has created a gold mine for stamp collectors. The local governments have issued some wonderful stamps in an effort to sell them to the world market and not even have to provide the associated service of mailing letters with them. This is a real boon when you see the number of Russian stamps issued below. Altai is also from the Russian block and is in southeast Western Siberia. It was noted as the largest agricultural producer in the Soviet Union.

Present day Benin was the site of Dahomey, a prominant West African kingdom that rose in the 15th century. The territory became a French Colony in 1872 and achieved independence on Autust 1, 1960, as the Shetland Sheepdog stamp from Benin Republic of Benin. A succession of military Governments ended in 1972 with the rise to powere of Mathieu KEREKOU and the establishment of a government based on Marxist-Leninist principles. A move to representative government began in 1989. Two years later, free elections ushered in former Prime Minister Nicephor SOGLO as presdent, marking the first successful transfer of power in Africa from a dictatorship to a democracy. KEREKOU was returned to power by elections held in 1996 and 2001, though some irregularities were alleged.
The climate is tropical, hot, humid in south; semiarid in north; mostly flat terrain with some hills and low mountains; they have some envronmental issues such as inadequate supplies of potable water, and poaching of wildlife. The official capital is Porto-Novo; Cotonou is the seat of government.

Kalmykia is a republic within the Russian Federation. The Kalmyks settled the Volga River region in the seventeenth century. A Mongol people, they were originally Buddhist in faith. Annexed to Russian in 1771, a Kalmyk Autonomous Province was created by the Bolsheviks in 1920. This was abolished during the Second World War, when, in common with many other ethnic minorities, the Kalmyks were deemed to have displayed insufficient enthusiasm for fighting for Communism. The customary mass deportations followed. An Autonomous Republic was re-established in 1958.

Isn't this an awesome souvenir of the Shetland Sheepdog? It was issued in 2000 by Kyrgyzstan.
Together with Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan, Kyrgyzstan forms a region known as Central Asia. The area of Kyrgyzstan is almost completely mountainous and is subject to major earthquakes. It declared its independence with the downfall of the Soviet Empire in 1991. The set of stamps that this one comes from was issued in 2000.

Mozambique is 111 years old. The country came into existence in its present form as a result of an Anglo-Portuguese treaty of May 1891 and gained its independence from Portugal in 1975. The Mozambique created in 1891 was not a piece of random map drawing but an attempt to make sense of the history of the region in a single colonial state. In doing so, it accepted a part of the African coast, which was established in the sixteenth century when the Portuguese divided their command in eastern Africa between the states of Mozambique and Mombassa.

After three decades as part of the UN Trust Territory of the Pacific under US administration, this westernmost cluster of the Caroline Islands (Palau oen the islands) opted for independent status in 1978 rather than join the Federated States of Micronesia. A Compact of Free Association with the US was approved in 1986, but not ratified until 1993. It entered into force the following year when the islands gained their independence.
The economy consists primarily of subsistence agriculture and fishing. The government is the major employer of the work force, relying heavily on financial assistance from the US. The population enjoys a per capita income of twice that of he Philippines and much of Micronesia. Long-run prospects for the tourist sector have been greatly bolstered by the expansion of air travel in the Pacific and the rising prosperity of leading East Asian countries.

S.Tome E. Principe put out this souvenir sheet in 1995.
Sao Tome E Principe was discovered and claimed by Portugal in the late 15th century, the islands' sugar-based economy gave way to coffee and cocoa in the 19th century - all grown with plantation slave labor, a form of which lingered into the 20th century. Although independence was achieved in 1975, democratic reforms were not instituted until the late 1980s. Though the first free elections were held in 1991, the political environment has been one of continued instability with frequent changes in leadership and coup attempts in 1995 and 2003. The recent discovery of oil in the Gulf of Guinea is likely to have a significant impact on the country's economy. Located in Western Africa, islands in the Gulf of Guinea, straddling the Equator, west of Gabon. It is more than 5 times the size of Wahington, D.C. The climate is tropical; hot humid; one rainy season (October to May).

The territory of Northern Rhodesia was administered by the South Africa Company from 1891 until it was taken over by the UK in 1923. During the 1920s and 1930s, advances in mining spurred development and immigration. The name was changed to Zambia upon independence in 1924. Zambia is in Southern Africa, east of Angola. It is slightly larger than Texas. The climate is tropical; modified by altitude; rainy season (October to April). It has a couple of natural hazards: periodic draught, tropical storms (November to April). The capital of Zambia is Lusaka.
