not of enough value to mail a letter any more, so to remedy the situation, the local Post
Offices have taken blocks of five "old" printed stamps and overprinted them with
a new image and a new value. The King Charles Cavalier shown above on the right
is one of these "Russian Overprints" from Aestavek. These stamps come in a
set of five different colored stamps all with the same overprint. Last time that I got in
some overprints, I assumed that they would remain available. I was wrong and I never
saw more copies of those. I expect these to be equally as rare and collectable. There
is no telling how many of the overprints they produced (not many), since they were never
designed to be sold on the world market. They are of value only for a short while until
the actual stamps can be printed. On the left is the stamp that was ultimately issued
with the King Charles Cavalier image from the overprint, put out by Ingushetia.

A Mongol people, they were
originally Buddhist in faith. Annexed to Russian in 1771, a Kalmyk Autonomous Province
was created by the Bolsheviks in 1920. This was abolished during the Second World War,
when, in common with many other ethnic minorities, the Kalmyks were deemed to
have displayed insufficient enthusiasm for fighting for Communism. The customary mass
deportations followed. An Autonomous Republic was re-established in 1958.

revealed a shocking scale of environmentally induced disease. Women and children
are most severely affected from the spread of pesticides and other pollutants as
the lake - once the fourth largest in the world - has turned into a desert,
its waters siphoned off to irrigate vast cotton fields and rice paddies in Central
Asia. Over 20 per cent of the young women, aged 13-19, have kidney disease, and another
23 per cent suffer from thyroid dysfunctions. And many women have high levels of
lead, zinc and strontium in their blood. Although the Aral Sea probably has less
than 10 years of life left, if nothing is done to salvage what remains of it,
the 1.1 million residents of Karakalpakia are under immediate health threats.
If nothing is done to improve the health of the people we may be witnessing the
end of another entire society as a result of human folly. This stamp was issued
in 1998.

This lovely stamp was issued by the United Arab Emerate, Ajman. It is a copy
of a van Dyke painting entitled The Children of Charles the First. Both of the
dogs were probably King Charles Spaniels and shown on the right is a close-up of the
one in the lower right corner. This is not a rare stamp, but is surprisingly
hard to find (probably because it is not listed as a "dog" topical stamp).

The United States has an embargo in place against North Korea. For this reason,
stamps that become available have typically been brought into the country with a
collection from another country such as Canada. That is probably how this one
was acquired. This one becomes harder to find, since it is collected by fanciers
of the Pointer and Cavalier, but also those images around the edges, like the
German Shepherd, Old English Sheepdog and Cocker Spaniel.

Micronesia is a federation of States (islands in this case) in the Pacific, south
of the Philippines and north of Indonesia and New Guinea. It includes Guam, Palau
and the Marshall Islands. More than two thousand islands scattered over three
million square miles of the Pacific, of which only 125 are inhabited, with a
land area of less than 1,500 square miles, less than the half the size of Bali.
The islands are a mix of "high" volcanic islands and "low" sand and coral
atolls, with the majority being made up of tiny atolls of the coral type.

rather a classic piece of art work. The cut-out to the right
is an enlargement of the stamp above with the King Charles Spaniel.

Inexperience, in conjunction with a particular
clan-oriented, regional-based, political culture established the foundation for
the prolonged conflict that ensued in post-Soviet Tadjikistan. The intensity of
this conflict has been further fueled by the ethnic and historical externalities
of the unresolved political situation in Afghanistan.

issued a couple different sets of dog stamps, including
this Souvenir Sheet. The dog shown on the right
is a detail of the right lower corner of the souvenir sheet.
